How we review and rank Canadian online casinos

- Verify the licence on the register. We take the number from the operator's own footer and look it up on the regulator's register. In Ontario that means the AGCO and the iGaming Ontario logo. A number that does not resolve, or resolves to a different company, ends the review on the spot.

Is online casino play legal in Canada?
For the player, yes, and the reason is a split of responsibility inside the Criminal Code that confuses almost everyone. Section 207 lets each province conduct and manage its own lottery schemes, and lottery scheme is the legal term that covers casino games, slots and betting. Gambling law in Canada is therefore provincial, not federal. The prohibitions in the Code are aimed at whoever runs or profits from an unauthorised game, not at the person placing the bet, which is why no Canadian has been prosecuted for playing at an online casino from home.
What differs between provinces is not whether you may play, but which sites are answerable to a Canadian regulator if something goes wrong.
Ontario is the only competitive regulated market
Ontario opened the country's first competitive online gambling market on 4 April 2022. The Alcohol and Gaming Commission of Ontario registers operators and sets the standards, and iGaming Ontario signs the commercial operating agreement with each one. If you live in Ontario, the check takes five seconds: a regulated site carries the iGaming Ontario logo, and the AGCO tells players to treat that logo as the sign that the site is conducted and managed by iGO. No logo means no Ontario regulator behind your balance.
One recent change matters if you play poker or bet against other people. In Reference re iGaming Ontario, 2025 ONCA 770, decided on 11 November 2025, the Ontario Court of Appeal held four to one that Ontario players may legally share tables and betting pools with players located outside Canada. Players in other provinces are not covered by that ruling, and an appeal to the Supreme Court of Canada is widely expected, so treat it as settled for Ontario and unsettled everywhere else.
Outside Ontario, the choice is a provincial site or an offshore one
Every other province runs a single government operated site, and everything else that accepts Canadian players is offshore. Offshore is not the same as illegal for you, but it does change who you can escalate to. There is no Canadian regulator to complain to, so the licence that actually matters is the one issued where the operator is based, and it is only worth anything if you can find the licence number on the regulator's own register. That check is the first thing we do, and it is the most common reason a site never reaches our list.
Legal age is 19 in most of Canada, 18 in three provinces
Alberta, Manitoba and Quebec set the minimum age at 18. British Columbia, New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island use 19. Ontario splits it: 18 for lottery and charitable gaming, 19 for online casino games and online sports betting. Saskatchewan splits it the same way, 18 for lottery and 19 for casino play. Age is verified at withdrawal far more often than at signup, so an account opened a year early is an account that cannot cash out.
Why you will not see Ontario bonuses advertised anywhere
Ontario is one of the very few jurisdictions on earth that bans the public advertising of gambling inducements outright. Standard 2.05 of the Registrar's Standards for Internet Gaming prohibits registered operators from publicly advertising bonuses, credits and other inducements, including targeted and algorithmic advertising. Operators may show a bonus on their own site, or send it to a player who opted in on that site, and nowhere else. The AGCO has issued monetary penalties for breaking this rule. If you see an Ontario registered brand with its welcome offer splashed across an advertisement, someone is out of compliance, and that is a useful signal about how the rest of that operation is run.
Are casino winnings taxed in Canada?
For a recreational player, no. The Canada Revenue Agency treats gambling winnings as a windfall rather than income, so a slot jackpot or a blackjack session is not reported and not taxed. Income Tax Folio S3-F9-C1 sets out the exception: if gambling activity amounts to carrying on the business of gambling, the profits become business income and are taxable. That threshold is about commerciality and consistency, not about the size of a single win, and it catches very few players. Interest you later earn on the money is ordinary investment income and is taxable in the normal way.
Paying and getting paid in Canada
Canadians deal with a payment landscape that barely exists anywhere else, and it is the single biggest source of confusion we see. The method you deposit with usually decides how fast you are paid, because most casinos return money along the same rail it arrived on.
Interac e-Transfer is the one to understand properly. It moves money between two Canadian bank accounts using an email address or mobile number, and funds are typically usable within minutes once both sides confirm. Your limits are set by your own bank, not by the casino, and for personal accounts they usually sit somewhere around CA$2,000 to CA$3,000 per transfer. Turning on Autodeposit removes the security question step, so an incoming payout lands in your account without you answering anything, which quietly removes one of the most common places a withdrawal gets stuck.
Cards behave differently in the other direction. A Visa or Mastercard deposit is instant, but many Canadian issuers decline gambling transactions outright, and payouts back to a card are slower than the deposit was. Bank linked services such as iDebit and Instadebit sit between your account and the casino and tend to be accepted where cards are refused. Common questions
Is it legal to play at an online casino in Canada?
Yes, for the player. In Canada each province regulates gambling separately. Ontario runs a licensed market through iGaming Ontario and the AGCO, and operators there hold a provincial registration. Elsewhere, players commonly use sites licensed offshore. The law targets operators, not individual players, and no Canadian player has been prosecuted for placing a bet online.
How fast should a withdrawal be?
